Create CTS-Verifier test for Automotive Garage Mode

This test schedules an idle-mode job and directs the tester
to turn the car off. The test code checks if the idle-mode
job runs and checks how long it runs.

The test passes if the idle-mode job runs. If the job runs for
less than ~15 minutes, a notice is shown that the recommended
duration is 15 minutes.
