Add tests for inattentive sleep behaviour
The inattentive sleep feature puts the device to sleep after a long
time of user inactivity, after showing a warning message.
This CL adds CTS tests to confirm these behaviours.
Bug: 137633812
Test: Run `atest InattentiveSleepTests`
on both an Android TV device and
on an sdk_phone_x86-userdebug emulator.
