Improve audio encoder tests Encode more data per run. Encode semi-random data instead of only silence. Decrease timeouts and run up to 3 encodes in parallel to speed up the test. Bug: 25843966 Change-Id: I76ed39953ac086837b63967449bd4b102fa252bd
