Add RequiresNoPermission to allowlist.
The comment block for this allowlist highlights that this list needs
to be eventually burned down, but since this hasn't been fixed for
annotations yet, the only path forward is to add @RequiresNoPermission
to that allowlist.
Whatever fix is implemented for the other annotations will
automatically fix @RequiresNoPermission too.
