Separate Keyguard CTS test

This test separates out the lines in the keystore tests that make sure
the keystore can correctly interact with the keyguard, set a device PIN,
and all those things. This new test is also flagged as a presubmit test,
because previous changes have broken keyguard without being recognized
in presubmit.

Test: Apply a PIN, lock and unlock the screen.
