Skip portrait test on devices not supporting rotation. This test assumes a rotation session can be setup, but TV devices do not support rotation. We need to skip it in this case so TV partners can pass CTS/ Bug: 111921054 Test: Test was skipped on TV devices, and it did not change the behavior when tested on mobile device.
