Fix segfault due to out-of-bounds reads of internally allocated values

XNNPACK microkernels may read XNN_EXTRA_BYTES bytes beyond array bounds. This
patch ensures that there are at least XNN_EXTRA_BYTES additional allocated bytes
beyond any value in the managed arena.
