Disable compilation of neondot microkernels for AArch32 iOS

AArch32 iOS toolchain doesn't support neondot intrinsics, and thus microkernels
using these intrinsics need to be excluded from the build. It doesn't affect
runtime performance as these microkernels weren't used on iOS anyway.

This patch should fix the iOS build for "armv7"/"armv7s"/"armv7k" architectures.
