Lulu: Add in initial tuning files
This is the 1st version of the audio tuning files for Lulu,
it can pass the Google spec.
A detailed test report was uploaded to issue tracker.
BUG=chrome-os-partner:41025
TEST=build image pass; check the audio settings are in the image.
