chell: Enable software gain on internal microphone
Enable software gain because on chell there is no capture control for
internal microphone. Set maximum software gain to 2000 so Hangout can
work properly.
BUG=chrome-os-partner:50139
TEST=Use hangout. Use cras_test_client --dump_s and check Hangout
adjusts gain to around 2000 dBm.
