CRAS: iodev - Deprecate stable_id_new
StableDeviceIdNew was used to migrate the implementation
of stable device id.
This change does two things to clean this up:
(1) Point 'stable_id' to 'stable_id_new' in all iodevs
(2) Remove 'stable_id_new' in CRAS
User will not observe anything by this change, unless the
CrOS device never boot up since M57 having audio preferences
using old version of 'stable_id' values.

TEST=Hotplug audio devices of type USB, BT, HDMI and verify
the selection logic doesn't change.
