Add a new CTS builder - CTS builders will download latest emulator and system image on the fly - CTS builds trigger next build when completes, to make sure CTS runs continiously - Remove 15.04 Ubuntu boot builder Change-Id: I6513701e2948f5314498280c057bb83bcda791e3
