Vulkan: Pass RendererVk to Allocate helpers.
Passing the Renderer pointer instead of the Context pointer makes
these methods a bit easier to work with from the "EGL" sections of
the code. This is a refactoring-only change to aid the Depth/Stencil
implementation.
