ARM Platforms: Support RAS
- Assign 0x10 for RAS exceptions on ARM platforms, and install
EHF priority descriptor.
- Call the common RAS initialisation from ARM BL31 setup.
- Add empty definitions for platform error records and RAS interrupts.
