[autotest] Use max_runtime_mins in control files.
To ensure the jobs called by the suites are not aborted due to
timeout, pass max_runtime_mins to them.
Otherwise, they will time out 24h after they are started.

TEST=Test on moblab: check the max_runtime_mins is passed to
children clients.
