[autotest]: Update suites to use timeout_mins

Updates all the control files in test_suites to use timeout_mins
rather than timeout.

BUG=chromium:221264
TEST=updated the control files on a local devserver and kicked off a
run_suite job, ensured the suite job and test jobs all abort at the
specified timeout. Also verified old suite control files still work
as well.
