autotest: power_x86Settings: refactor cpu_type.
Refactored cpu_type method to power_utils.py module so it can be
shared.
Additionally,
1. fixed copyright year
2. renamed key from cpuAtom & cpuCore to Atom & Non-Atom as thats
really the difference presently
