Revert "Presubmit: stop tests being added to suites without being in the ebuild"
This reverts commit 71ef39650e85a199df1c448793580091ef71cca5
This doesn't work, because it runs bare equery, which checks the version of (e.g.) autotest-tests that would be merged into the chroot host environment
To work it needs to run equery-${BOARD} for each board, and check each result, to take into account whether autotest-tests is cros_workon'd for any single board
