Move suite_scheduler.ini to the toplevel.
global_config.ini and shadow_config.ini are in the top level. I would prefer
to keep all behavior changing configs in the same place rather than in multiple
locations.
Update upstart conf to reflect this move and put logs in the proper
autotest/logs dir.

TEST=Ran start/stop via upstart to ensure upstart changes are fine.
