Add network_WiMaxSmoke for testing WiMAX connectivity.

TEST=Ran network_WiMaxSmoke using the following setup:
- A WiMAX femtocell providing the WiMAX connectivity
- A daisy with a WiMAX module loaded with the femtocell profile
