Bluetooth: add test suites
Tests are divided into two basic groups:
Sanity: for short sanity checks to do the minimum necessary to verify
that Bluetooth is functional on a given piece of hardware or given
software image.
Qualification: for tests mandated by the Bluetooth SIG.
We'll use SUITE=bluetooth,bluetooth_sanity for the former and
SUITE=bluetooth,bluetooth_qualification for the latter. The "bluetooth"
suite runs both, since both must pass for full acceptance.
