[autotest] Update restrict server-status to support Apache 2.4
Moblab's uses apache 2.4 and the Order directive has been deprecated
and replaced with the Require directive.
BUG=chromium:439745
TEST=Apache starts on Moblab. Local apache server to verify as well.
DEPLOY=apache (needs to be reloaded on drones as well)
