Switch from web-served configuration to checked-in configuration.
This will make it a bit harder to run old builds against a new test
lab (you'll have to patch the current test lab into your branch), but
in return, we simplify things considerably: we no longer require a
configuration server, a machine to run the configuration server on, or
a special script to pass the configuration server to run_remote_tests.
