[Moblab] Apache conf of Moblab django directory.
Make apache points to the correct directory of django on Moblab,
which is /usr/lib64/python2.7/site-packages/django.
Also change the static link on the nav bar of AFE from WIKI to
Chromium OS Testing, which now points to
http://www.chromium.org/chromium-os/testing.
