autotest (WiFi): add lucid sleep test suite
Add a lucid sleep test suite that includes all
lucid-sleep-related tests. This allows us to easily
run the tests that verify lucid sleep functionality.
BUG=chromium:504555
TEST=Running suite:wifi_lucidsleep on a samus servo wificell
executes all the control files in this CL, and all tests pass.
