Creating a new autotest to allow Crosperf to run Telemetry tests.
BUG=chromium:280754
TEST=Tested by invoking directly with test_that and run_remote_tests.sh
from inside the chroot, and also by invoking with the crosperf tool.
Note: There is still an issue with the profiler, but everything else
seems to be working properly.
