Use local files for video hw acc. cq testing.
We have been streaming videos directly from GS
as part of our video hw acceleration testing.
There is a noticeable lag in loading h264 videos
from GS. This causes the test to sometimes fail.
To improve test reliability we will check in
videos in the tree and download them during a test run.
