Skip unreachable APs for Chaos tests.
- if an AP is registered w/ AFE but unreachable (for some reason)
at run time, skip it without terminating the test flow.

TEST=Manual (run ChaosPSK test w/ tries=1 on all APs and confirmed
unreachable APs are skipped properly w/o stalling test flow)
