deploy_production: Increate stability timer.
gs_offloader wasn't always running when we did our stability check on
heavily loaded servers, so double the delay before we check it's
state.
This adds another 60 seconds to the deploy time, per group of servers
(normally 4) updated. If those servers have a service to restart.
So... slow down deployment, in exchange for less flake.
