Run power_LoadTest for 1 hour in power_daily.
Previously power_daily suite if run on wired & wireless could spend
upto 20hrs running power_LoadTest. Not practical in the test lab
unless the quantity of machines of each SKU + image is reasonably
large.
With https://gerrit.chromium.org/gerrit/#/c/37318/, power_LoadTest now
extrapolates minutes of battery life allowing less than full-drains to
produce reasonable approximations.
