autotest: Create suite of WiFi tests applicable to Android
There are a number of tests in WiFi matfunc that are not appropriate for
the Android platform, because they are based on shill or have 802.1x
support through the TPM. Over time, we can adapt those tests to be
meaningful for Android, but in the meantime, identify what should be
applicable immediately.
TEST=These tests pass against an Android device.
