Get network_3GModemControl working with shill.
- Fix mis-capitalization in "LastGoodAPN" property.
- Switch to Device.Enable()/Disable() instead of "Powered" property.
- Increase timeout waiting for cellular service to enter a specific
state.
- Add additional debug tags to help debug failures.
