[autotest] Add a --web option for run_suite.
This enables run_suite to fire suite requests against
a webserver running on a vm on localhost. The shadow_config
setting is inadequate because a. one could still have a
localhost apache webserver running and b. we need the ability
to fire requests at multiple vms with webservers on different
ports.
TEST=Ran run_suite.
