[autotest] Modify suite_scheduler.ini to use tot idioms.

This cl also refactors suites in the ini file so they run using tot
to run nightly, and >=tot-2 weekly.  This is only necessary till the
lab team has had the time to rethink suite scheduler idoms, which
has currently been de-prioritized over more global performance
and stability changes to the infrastructure.
