[autotest] Set up ssh_verbosity_flag and ssh_options in cli/site_host.py
cli/site_host calls hosts.create_host which expects
ssh_verbosity_flag and ssh_options in the namespace.
This CL sets up the two variables in cli/site_host.py.
This fixes the broken command 'cli/atest host ...'.
TEST=`cli/atest host create DUT_IP` works.
