[autotest] Add a new test login_LoginSuccessTelemetry to replace login_LoginSuccess
To remove dependency on pyAuto. This CL adds the new test. Another CL will be
uploaded once this one is merged and pushed (with the ebuild update).
TODO(dshi): add the test to autotest-tests ebuild.
