[autotest] Reduce the offload timeout in gs_offloader
The default timeout for offloading a single results directory was 3
hours. Aside from being excessive, the value was causing problems
because of the separate, shorter timeout for ProcessSilentTimeout
exceptions from BackgroundTaskRunner.
This reduces the timeout to a hopefully more reasonable 1 hour
limit.
