enterprise_PowerManagement: Allow test to run on battery or AC
enterprise cpanel allows power management policy to be different for
device based on it being powered by AC or battery. This change sets the
policy based on the device's current power type.
Future changes could expand this to have separate control file to force
power type to either battery or AC such that coverage is guaranteed.
BUG=chromium:440521
TEST=run on DUT with both AC plugged and unplugged and see it pass.
