Add the Infra Deputies to the inventory e-mail lists.
Make sure that the Infra deputy mail alias is specifically included
on the interest list for both the board and pool inventories.
This'll mean deputies can't hide from their duties by filtering mail
to chromeos-lab-alerts@.
