[autotest] port y3300 and y3400 modem tests to use suite dependencies
This CL completes the process of porting all prior control files that
existed in either _tmobile or _verizon versions (which specified
different host dependencies so as to run on appropriate DUTs) to
de-duplicated control files which inherit their tmobile or verizon
dependency from the suite they are in.
