network_WiFi_OverlappingBSS: clean up naming
This test's NAME property, and control file name,
are inconsistent with the pattern used by other
tests. In particular, if a test has only a single
control file, then a) the file should just be
named 'control', and b) the NAME attribute should
match the directory containing the control file.
With this change, we remove the inconsistencies.
