Scaling perf numbers based on actual time taken by test. This scaling is needed because for tests with large number of streams, it takes a significant amount of time to start up all the streams. Without scaling, the perf appears better than it really is. Also adding an 'Efficiency' keyval which is defined as perf/CPU.
