[Autotest] Use input events page for touch_MouseScroll test.
Make touch_MouseScroll use the new common events page. This fix
should reduce flake. Instead of measuring how much the page actually
scrolls, we now measure the amount and direction of scrolling that
Chrome saw via input handles.
