detachables: 1 volume press to confirm dev mode

Previously, we defaulted to power off in the TO_DEV
screen.  Now, we default to cancel, the item above
the power off menu item, so we need 1 less volume press
to get to TO_DEV screen.

TEST=Run firmware_DevMode and make sure no extra volume
     presses are executed.
