[autotest] Remove auto-adding of provision requirement from suite.
Now that we have all of the provision requirements specified as
suite-level dependencies, we don't need the suite to be adding it to the
tests themselves.

TEST=Ran a suite, and saw that the DEPENDENCIES still show up from the
version_prefix.
