Start per build firmware regression tests
This change is supposed to have the test_suites/control.faft_lv1 suite
run after every successful build. This suite does very little, the
objective of this change is to verify that the lab setup is
operational and all pieces are in place.

TEST=manual
. tried running
$ ./site_utils/suite_scheduler/suite_scheduler.py --sanity
WARNING:root:Increase KernelPerBuildRegression to |num: 2|
the warning is there with and without this change.
