Rename WebRTC suite to webrtc as the test_suite control file name is named.
TEST==site_utils/suite_enumerator.py -a . -l |grep webrtc
site_utils/suite_enumerator.py -a . webrtc
site_utils/suite_scheduler/suite_scheduler.py --sanity
and make sure the file is there (filed crosbug.com/38231 as a follow up)
