autotest: Restore control file in network_WiFi_CSADisconnect
The controle file of network_WiFi_CSADisconnect was deleted in
CL:268924. This CL retores the control file.
I also added the ATTRIBUTES tag in the control file since the
SUITE tag is phasing out.
