Risk: Low Visibility: Allows the autotest_client to run on systems where /dev/cpuset/tasks exists but is not writable to the autotest process. If we're running as a non-root user on a system then we shouldn't try to tinker with /dev/cpuset/tasks, and the fact that we can't access that file is not an error that should trigger failure.
