Expose ParamikoHost.get_user_key as part of the interface, usable without a ParamikoHost instance. This lets us check if a host has the keys that we need to use the class, and fall back to SSHHost instead if this isn't true. Risk: Low Visibility: Having paramiko installed by no usable SSH keys is okay.
